Information Systems Officer responsibilities include: managing a Scaled Agile Framework (SAFe) team of subject matter experts and consultants responsible for the design, development, quality assurance, and implementation of a custom air permit billing web application.

Other responsibilities include managing the Air District’s online web services, Azure cloud infrastructure, business intelligence reporting, managing annual budgets, professional services procurement, board presentations, system integration architecture (emissions banking, online payments, general ledger invoicing, and air sensor data), and establishing a collaborative innovation program focused on Objectives and Key Results in support of the District’s clean air mission.

GHD Group Limited

Client Relationship Management for civil enterprise asset management (EAM) system integrations including collaboration in conducting Level 1 (visual) field condition assessments.

Technical responsibilities included data visualization via Environment Systems Research Institutes digital mapping technologies as well as EAM data integration via Safe software’s Feature Manipulation Engine.

Analysis included: Asset valuations, installation / consumption profiles, renewal / replacement funding requirements, risk matrix, work backlog, and asset details supporting Board approval for capital improvement plans.

City and County of San Francisco

Chief Technology Officer for the Department of Technology responsibilities included: launching the City’s first open-source program designed to promote innovation in Government through open technologies. The team’s Gov2.0 efforts were nationally recognized through an article in Information Week magazine. We also completed numerous technology modernization projects to improve productivity and transparency.

Key accomplishments include: serving as chair of the performance subcommittee for the committee on information technology, an online open-source geospatial application to coordinate land parcel and address information maintenance, an electronic legal document recording system that increased document processing productivity while reducing fraud potential, an online change-of-address process to help expedite taxpayer refunds, City Hall public WiFi, virtualization of software development environments, and a popular collaborative technical Wiki.

Oakland, California

Director of the Southwest Management and Information Solutions responsibilities included: client relationship and project management of private and public sector consulting engagements, providing oversight and direction to a five-member team of regional environmental geospatial practice managers, supervising a staff of approximately one hundred consultants, and implementation of a research and development program providing seed funding for staff-submitted business plans.

Accomplishments include serving as program manager of Google Earth and Trimble business partnerships to facilitate the creation of custom virtual Earths based on field data capture. The team was nationally recognized by Geospatial Solutions magazine with first prize for an application supporting precision biodynamic viticulture.

International consulting experience (Europe and Asia) included United States Air Force Base Realignment and Closure asset condition assessment, environmental clean-up prioritization, and asset management system implementation.

I was honored to be selected by the Office of the Chief Executive Officer for a executive mentorship training program in conjunction with the University of Michigan’s Ross School of Business.

Environmental Technology Decision Science Consultant for this early phase startup. Responsibilities included serving as a client relationship manager, technology development, performing product defect resolution and customer training.

The United Nations University of Technology in Macau recognized my work in assisting researchers in identifying Forest Ecosystem Networks via guided software automation.

Additional projects include habitat preservation data visualization and analysis of salmon spawning and mortality models for the Fraser River in British Columbia and the San Joaquin River in California.
