When Blair isn’t working, you’re most likely to find him outside cycling, hiking, camping, sailing, paddle boarding, bird watching or at home cooking and enjoying music with friends and family.


Consulting Experience

In consulting, Blair has served as a Client Relationship Manager for GHD Group Limited, leading civil enterprise asset management (EAM) system integrations and conducting field condition assessments. He specialized in data visualization and EAM data integration, supporting asset valuations, funding requirements, and capital improvement plans.

As Director of Southwest Management and Information Solutions at CH2M Hill, Blair managed private and public sector consulting engagements, oversaw regional environmental geospatial practice managers, and supervised 100 consultants. He led a nationally recognized program with Google Earth and Trimble, and implemented a research and development program for innovative business plans.

At Facet Decision Systems, Blair was an Environmental Technology Consultant, recognized by the United Nations University of Technology for his work in forest ecosystem networks and habitat preservation data visualization.

Public Sector Experience

In the public sector, Blair held executive positions including GIS Manager, Assessors Office IT Manager, and Chief Technology Officer, for the City and County of San Francisco. He launched the City’s first open-source program, led Gov2.0 efforts recognized in Information Week, and executed numerous technology modernization projects to enhance productivity and transparency.

At the Bay Area Air Quality Management District, Blair served as Information Systems Officer, managing a SAFe team for a custom air permit billing web application. He oversaw online web services, Azure cloud infrastructure, business intelligence reporting, annual budgets, professional services procurement, and system integration architecture. He established a collaborative innovation program and provided semi-annual status updates to the Board of Supervisors.
